As Senior Vice President  and Chief Credit Officer of TxCDC since 1981, Oscar is responsible for TxCDC’ s quality control process through supervising all loan packaging and processing services, including all financial analysis and submissions to the SBA Loan Processing Center. He oversees all loan servicing requests and provides guidance to staff members and consultants to ensure small business owners are provided expert advice and service.

During his 40 years in the industry, Oscar has worked as a financial analyst and accountant for Management Analysis Specialists, an analyst and program coordinator for Austin Minority Economic Development Corporation, and a financial aid officer for Antioch University Southwest Region.

Oscar has a Bachelor of Business Administration in Accounting from the University of Texas at Austin. In addition, he has completed numerous lending and analysis courses offered by the National Association of Development Company, the Small Business Administration, and accounting and economic development organizations.

Oscar enjoys reading and playing chess and Monopoly with his family and friends, as well as traveling to historic locations such as Boston, Massachusetts and Williamsburg, Virginia.
